I am pretty sure I am alone on this, but if we went to divisions, I would love to see a European soccer system with an upper and lower division.  Bottom 2 teams are demoted from the top division to the bottom division and the top 2 teams of the lower division are promoted.

14 can be done.  Don't make it too difficult.  Follow the Pac-12 model where you split the Cali schools (so everyone gets access to Texas)

Division 1: Tech, TCU, Pitt, FSU, WVU, Clemson, ND
Division 2: UT, Baylor, OU, OSU, KU, KSU, ISU

1 cross-division rival
2 rotating games with the other divisions
6 games against your division

Rival games:
Texas/ND - To be played on Thanksgiving in the Jerrydome
Baylor/TCU
OU/FSU
OSU/WVU
KU/Pitt (Basketball schools that just don't care; we can move the game to FCS or something)
KSU/Tech
ISU/Clemson

Most, if not all, rivalries are protected in-division (RRR, Backyard Brawl, Bedlam, Sunflower Cup, Farmageddon, etc.).  There really isn't one rivalry on this list that won't be played every year.

The Animal gets us another game in Texas every year because, well, he's The Animal.

I am pretty sure that all non-TX teams will fight to play as many TX teams as possible for recruiting reasons.  I could be wrong, but I don't think I am.

Maybe OK and OKST won't care as long as they play UT.

Would get ku the separate conferences that they've said they want.  Except when they say that, they think we're Mountain West material, and they're big 10 material.  I'd like to offer them this, except our football schedule would become more difficult.

I personally like a 15 team* conference with 3 four team pods and then the 3 remaining teams rotating in and out of each pod based on inter-pod records with a tie breaker of "team" versus the pod to their immediate left.  Scheduling would be on a pod by pod basis* with the top /2 teams/ in each pod required to play the top 2 teams in the [other pods].  The remaining {one team} in each pod would then play the lesser of 1.  the other individual teams or 2.  the lower ranked of the remaining two teams in each subsequent pod.  Throw in a nationally televised dirty sanchez and/or hot Carl (to be determined by #Tier 3# internet popularity vote) to the homecoming queen of the team that loses the most games and I really think it has merit.
