It sounds to me like he is setting up the BE as an elite destination.

He just took everyone through a thought process explaining why the people of the east are better than mid-westerners and that the good ones didn't migrate back in the day and only the losery type did.  Given this, we are all losery and stuff and our unis take nothing but a basic ACT score to get into, but the east, they have Harvard and Yale, etc.
