Seems like positioning to he friends is the best thing to do since neither castro will be around much longer. Move in financially and developmentally, and move in quick. That will make any and all concern about friends of Russia a past concern (that said, Russia already couldn't GAF about Cuba).

I view them more as spying facilities than public relations agencies. Also, if we are going to have military facilities around the globe, we should probably use them to put down situations like Benghazi.
