Yep. It was only a matter of time now that all the playoff stuff has been finalized. I'm not so knowledgable on the topic to speak too much about it but I don't see this being a good thing for college football at all.

yes, i believe this brings stipends into play. it does not affect transfer rules, postseason tournaments and rules of the game (imagine that!), i don't think.
