Yes. I think they should do it like half the time or 1/4 of the time and I'd be happier. You'd just retain possession so much more often.

I think that if the penalty shootout is tied after 3 attempts, the goalies should line up for a punt-pass-kick competition with soccer balls to determine the winner. That would be something else.
