I don't really follow how much EPL top tier makes vs. MLS top tier.

Number I found for his current salary is $11.6m (7m pounds), so they'd likely have to offer him more than that unless the idea of MLS really excites him or he loves NYC. Seems like a stretch but it's possible. Manchester City definitely has the money to pay his salary.
