Because being able to handle the reads and progressions is a race thing?  I am basing this "assertion"  on the fact that if he could do all of these things then I can't possibly fathom why he isn't the starting QB.  Kind of like how people can't fathom why Waters is getting the majority of the starts.  Maybe it's because in preparation he shows that he can manage both.  Maybe he's not as dynamic running the ball.  But for some god damned reason Waters is starting.  And short of KSU_Fan there isn't a damn one of you that can come up with a good reason as why.

He came in for one series in the first half and rushed for negative yardage on two carries. It was the second consecutive game he saw minimal playing time.

Afterward, Snyder suggested that might change in the bowl game.

“We needed to play Daniel,” Snyder said. “We just didn’t play him enough. That’s my mistake.”

I dunno. Probably Del when it comes to calling plays.

So, what I think is happening is that Bill goes into each game thinking we are going to play both qb's, but "take what the defense gives us". He's given the OC's the power to pull sams and waters in and out from the booth based on what defenses are doing so things can go quickly in a game situation. I don't think without a two-qb system Bill would ever normally do that. I think he's made concessions in order to make this thing viable, and he really does want sams in more.
