They were convicted of racketeering. Teachers and adminsitrators conspired to engage in systemic cheating at certain schools and districts in order to increase the size of their own paychecks. That's not just cheating, it's theft. They absolutely deserved prison. This is not about some student hiding answers on his TI-85.

I think it would be fine. Keep in mind I'm not talking about armed robbery, breaking and entering, etc. Just common theft with no damage to people or property.

The problem is that these people rarely get caught, and without any sort of punishment beyond giving the item back, there is nothing to keep them from just stealing all of the time. You need fines and community service as a deterrent. I agree that we don't need to throw more money into jails and prisons for them.
