Ah yes, the "let them play their hand" talking point.  This was used quite a few times during the construction of the WSC.  Yes, KU was just waiting to see what it looked like when it was finished so they could create something even better.....even though the phases of the plan had been posted publically well in advance.

Also the Phog doesn't sound like they are very good at playing poker.
