I don't know...traffic light united?  Just seems all of a sudden a bunch of cities have replaced their green circle indicating left turn when you can into yellow flashing arrow.

people don't know how to use it.  everyone equates yellow with green, meaning "it's not red so i'm going" not realizing that oncoming traffic has the green and is coming through.

Yup, and I don't understand how people don't understand how to using a flashing yellow. Yellow means caution/yield in literally ever other situation, why would a left turn signal be any different? Do you really need a green circle with a sign that says "yield on green when turning left?" when a flashing yellow signal literally means that?
