It's not that the "economy" in KC has grown in leaps and bounds above anticipated....it's a combination of the financing plan being VERY conservative and property coming online faster than anticipated which has increased the property tax paid into the streetcar fund.  This (value capture) was a huge piece of the streetcar proposition.  For example, that new Residence Inn/Courtyard next to Bartle Hall....in 2016 the taxable value of that property was $308,768.  This year?  $11,413,518.  That will move their streetcar tax payment from $1k to over $50k.  One property.
