I thought you didn't like the original funding plan (although I'm not convinced you understand how projects like these are actually funded) because the City would have to issue debt, thus subjecting taxpayers to risk.

It's not necessarily cheaper considering the time difference in funding. Interest rates are going up. To be able to move quickly will save money on both the lending side and construction cost side may outweigh premium for private financing

Burns and Mac will get bids for the work. They are the financier here...not the city.

Burns & McDonnell has quietly floated to city government officials that it would be the lead firm in creating the design and doing the construction work.

One key to the proposal for Burns & McDonnell is that it would get an exclusive arrangement with the city to provide the design and come up with a guaranteed maximum price.

Other firms would not have access to make their own offer, nor would the city request bids. James said the city would waive bidding requirements in accepting this plan and that it is legal for the city to do that.

I’ve voiced my opinion to Kansas City’s mayor and city council, but they are still talking about expanding this streetcar south to UMKC.

Why? The Max bus goes every 30 minutes, with comfortable seating and a schedule. The streetcar has hard seats and an unstable floor, and half the passengers face backward.

Maybe 18th and Vine would benefit from streetcar service, but there’s no need to go south to the Plaza or UMKC.

This would be a huge waste of money.

Let's be honest about it, whether it's bonded or financed privately, taxpayers aren't contributing any funds to this and it won't be guaranteed by the general fund.  It will be paid by user fees on airline tix (~$4.20 per roundtrip ticket) and by the airlines. 

The real and only issue is some people just like the airport the way it is.  has nothing to do with $$$ or B&M.  All of that stuff is just smoke.

If it's privately financed, no, B&M would be left holding the bag.  Do you know how money works?
