i wonder why the kc aviation department doesn't hire private security so that they can run tsa precheck on american's gates?  seems weird.

We discussed this 100 pages back. Airlines pay that cost I thought we determined?

Yup. TIF first of all needs to be tied to city strategic goals. If it doesn't help promote those goals, see ya developer. Adding funds into an East side development kitty was a nice move too IMO.
