We discussed this 100 pages back. Airlines pay that cost I thought we determined?

i mean we can and should have a debate about how loose we are with the TIF jar, but acting like it's money coming out of taxpayers' pockets is disingenuous

Yup. TIF first of all needs to be tied to city strategic goals. If it doesn't help promote those goals, see ya developer. Adding funds into an East side development kitty was a nice move too IMO.
