I'm sure it probably is. It makes a lot of sense for a city to tighten up gun laws when a relatively large number of its citizens are getting gunned down.

All it shows is that there are some very concentrated problem areas.

I have to imagine the alleged stats are per capita.  Even with those 4 cities removed, there's no way we have less murders than some of the tiny countries out there.
