I feel bad you people still in KS. In Texas they just give you a fine for fishing or hunting without a license.
But what if you're fishing/hunting without a license in addition to being an illegal immigrant? 
O man....Immigrants love to fish. Sit down and let ole ben ji tell you about the immigrant fisher's he has encounters.
When I fish next to the 435 weir on the KS River there are usually a couple mexican's down there fishing with homemade fishing poles which are basically fishing line wrapped around a plastic coke bottle. I have seen them catch 5+ pound fish on those things.
Also see alot of Laotian and other asian immigrants who wade out into the river and fish with nets, they put all their fish in a plastic garbage bag and carry it on their back while wading in the water.
One day as I was leaving the area I ran into a KS Dept of wildlife officer as I was leaving. We chit chatted for a bit and I showed him my fishing license. He asked me if I caught anything and I told him caught a couple but didnt keep them, gave 1 fish to that group down there.
Officer over my shoulder and says "That mexican group over there? HA, I doubt any of them have driver's licenses let along fishing licenses, this should be fun. You have a good day sir"
Felt really bad about possibly getting the mexicans in trouble
