Horse is cheaper than beef?

When I was a kid we were so poor we had to drink horse milk.

It was an upscale create your own burger place. A burger and a couple of beers was about 30 euro if I remember correctly. I don't remember the breed of horse, but I only had it once, so I am not an authority on whether or not all horse meat taste the same, I'd guess not.
Why is every rough ridin' meal in western Europe 30 Euros? I mean eff me.
What country was this?
How much is 30 euros?
