Good, if it get far enough behind and they miss some of the big deadlines dates and penalties start kicking in, we get the new pressbox dirt cheap and can redirect the money to phase 3 stuff.

Nope.  High chance the project is behind schedule due to the Athletic Department needing 200 people involved to decide the style of handrail to be installed.  Also Currie has to have a say in every little thing when it comes to these projects, and it slows them up tremendously. 

So the project will be behind, but penalties will not accrue from the contractor due to it being K-State's fault.

This is exactly what I've heard.

I've been told KSU is the worst client ever.

I worked for KU med when they build the MOB (roughly same scale as our pressbox) and KU was an awful customer. They would hold these little pow-wow's in the lobby trying to get a decision from 20 hospital execs that don't know each other on what color of lampshade they wanted.

It was a massive clusterfuck and I assume KSU athletics are no different.

Can confirm. I did some structural design to fix stuff the engineer of record messed up due to ku being awful.

This is also confirmed. Was told of one specific change that was a problem that came directly from Currie himself.
I once blew clove smoke in a guy's face that cut in front of me in the line to KJ's.
