do you think the concourse will extend all the way to bramlage or will there still be an avenue/walkway for people to walk from one parking lot to the other on the south side without entering the stadium?

the way he describes it sounds like it would go right up to the bram. hopefully they leave a way to go through without entering the stadium... that would suck if you were trying to hit tailgates on either side.

i'm not really sure how they could do both. underground tunnel? i don't care either way personally.

Being ITK on such things.  I can say the ORIGINAL master plan had an elevated East-West/West-East walkway above an expanded South concourse.

soo....if they erect a 250' tower (and I doubt they will) what would the upper 150' be tied off to exactly?

This is the plan for the 2012 season since the Cats Closet/bathrooms are getting demolished. Not a long term solution.

Discussion still taking place about if/how to allow fans to cross through to other lot. Like Dax said some sort of elevated walkway is probably the best bet, but it will need to be figured out at some point.
