Sunrise is currently in the process of joining the KSHSAA and will be a full member within 2 years. And Collegiate can legally recruit players by offering them scholarships, they've been doing it for years. Schools all around the country do this.
The info about Sunrise joining the KSHSAA was in the same article I read about the Latvian kid, in the Eagle.

Well, games like last night will help us get players like Philips. I'm guessing he has some sort of interest in us otherwise he wouldn't risk pissing off the OU staff by taking a visit this late in the game.
