Okay. I misrepresented Mitch's position. He said that Zvosec thought you needed a passport to go to PR. You don't.
BTW, people born in PR are US citizens. It's an unincorporated territory of the United States. It's not a foreign country, although there may be those trying to achieve that.
So PR players may be "international players" for purposes of the NCAA, but Puerto Rico is not a "foreign country" in the way that most people would use that phrase.
