When I think ICBM, I think of it exiting atmosphere and re-entering. Not necessarily travelling across a huge ocean.

Could it carry a nuke, no.I am not a rocket scientist, but I don't think that just because something is multi-stage and can reach space means that it is really capable of doing what an ICBM does.
