I sure hope it goes into effect this summer. This will greatly increase the early drinking crowd in MHK.
-
I have a liquor store near me that does pretty well in keeping some of the small brewery stuff in stock. They keep telling people that shop there that if the state allows walmart and others to sell beer, that we can say goodbye to smaller places that sell the small craft beer as they won't be able to sell enough of the redneck swill, due to price competition, to keep the doors open let alone stock and sell some specialty awesomeness from some small brewery in CO.

lol, those guys are rough ridin' idiots who know they will get put out of business by the big guys. the hyvee by my house has a fantastic micro brew selection.

The only liquor stores that will go out of business are the tiny mom and pop stores in strip malls :barf:. The big liquor stores like Rymans, MDL, Bergella etc will be fine. One might even argue they can capitalize on it by specializing in the microbrew market.

This.
Kansas also currently prohibits an individual or entity from owning more than one liquor store.
If they repeal that, then bigger competition comes in and prices drop.
Plus, you can buy your booze when you buy your groceries, instead of making an extra stop.

Do you own a liquor store?
No but I have family and friends that do. And there are other ways it would affect me financially. I think it makes more sense to allow alcohol sales everywhere, unless you already have this system in place. Then you are rough ridin' up people's livelihood. That is bigger than the simple convenience of making one less stop. Plus the net effect is your community is trading out decent jobs for shitty jobs.

"Hey, Rickels? This is the KS government. Hey, you know how we haven't allowed alcohol sales above 3.2 anywhere except liquor stores? Well, we're done with that. Yup....yup, you'll probably go out of business. Sorry we were jackasses for so long and this wasn't legal years ago, like when every other state legalized it. Hope you guys can get jobs somewhere else now that you're over 50 and have spent your whole lives getting to know the liquor store business!"

The free market argument is pretty funny also.

Yeah, who could have seen this coming? I thought this policy would be in place forever, especially since Kansas alcohol policy hasn't changed at all in the last 10 years.

They backed the wrong pony. No one promised them the law would never change. It can always be like You've Got Mail and they can go work for a big store's liquor department.

Hey dickheads, take it to the KS liquor sales in grocery stores thread and leave this to happy hour. Will it be the end of dollar night in aggieville? I doubt it, at least immediately, but it probably will take away all day specials from many non-college town bars...

i don't think it's like this anymore, but the dark horse in westport used to have 1 dollar drinks after midnight (12am-3am). it was the greatest thing in the world. i hope that something like this takes hold in aggieville.

last time i was there was 2 years ago, but the after midnight thing was no longer 1 dollar, it was 1.50 or 1.75 or something. rough ridin' inflation.

It's illegal for you to have a drink in your had a second past 2am. So unless they took it to a downstairs bar that cops didn't know about, it didn't go to 2am.

ok legal lucy, 12am-2:40ish. kcmo shuts down at 3am.

Liquor store owners make very little money on beer. As one of the store owners in MHK said "Beer makes just enough to keep the fridge cold and the lights on." The real profit is in liquor, which will go up in price if you can buy beer at wal-mart and such.
-
I have a heart on this sort of thing, but anyone who owns a liquor store should have seen this coming years ago. It's better for everyone else if the grocery stores can sell booze, and better if the big outfits come in.
There are no "good" jobs at liquor stores, except for liquor store owners. Their shareholder value will quickly be transferred to shareholders of other firms, though they'll be larger.
It's preposterous to argue that simply because liquor store owners have enjoyed a very, very long run of benefits from a fixed market place as a result of foolish government intervention, that this foolish government intervention should continue in perpetuity merely to sustain the life styles of those handful of liquor store owning capitalists. I mean, the list of unsavory analogous business arrangements that have (thankfully) similarly been toppled is damn near endless. It's not like these mother fuckers are selling baby formula, for eff's sake.
No sir, I'll take my liquor cheap....and with my pork chops, toilet paper, frozen waffles and charcoal briquettes.
-
Will also allow free sample/tastings at liquor stores. :)
-
I believe that the first initiative will be for KS to allow sale of "full strength" beer as well as wine. I highly doubt that we will see hard liquor sold in grocery stores in KS in the near future.
-
lol at every person who has insinuated that this would cause anything to go anywhere but down in price.

Personally, I don't care if they sell "full strength" beer in grocery stores, etc. There really isn't much of a difference between full and convenience store varieties. Ever wonder why it's about the same price? This is a study from seven years ago:

Just saying liquor will go up in price if you can't buy it at the grocery store like you can beer and wine. Beer and wine will most definitely go down in price.
Yet Jonathan Hallinan — who represents the fifth generation in his family to operate Hallinan’s Liquors, in Camillus — says the wine-in-grocery-store idea “is keeping me awake at night.” “I don’t know where they’re getting some of these numbers,” Hallinan said.
He estimates 75 to 80 percent of his revenue comes from wine, not liquor. A wine revenue loss of 17 to 32 percent, as predicted by Rickard’s study, could be crippling. He doesn’t think the provisions that would allow him to sell food items or wine glasses could make up for the loss. He also worries because his store is close to a Wegmans and a Target, both of which could start selling wine and, with volume discounts, do it more cheaply than he can. That might drive up the price he charges for liquor or force him out of business.

Wouldn't know, i live in the UK where my local grocery store has a wide selection of wine, beer and liquor any day of the week including Sunday

That's not the point, dumbass. With the law in place it essentially shuts microbreweries out of stores b/c they don't have the resources to brew their normal product plus 3.2 beer.

isn't it regulated by county in NE though? i thought there were some weird liquor control laws up there. similar to how texas does it.
they used to be pretty bad about public intoxication and 1am bar closings too but maybe that's changed

liquor sale laws are state wide. bar closing time is by municipality. Starting back in 2010 the cities started to vote in 2AM closing times.

ben ji's random liquor store story
When I went to the game at Auburn we arrived in town and went to get some beers. We asked some people where the closest liquor store was and off we went. When we arrived we were shocked to find absolutely no beer. We asked the guy at the counter where the beer was and he gave us the Stupid yankee look "This is a liquore store son, if you want beer you need to go to the grocery store"
Apparently Alabama has some weird laws where only state run Liquor stores can sell hard alcohol, beer is only available in grocery stores.

Oklahoma liquor stores aren't allowed to refrigerate beer. If you want cold beer, you have to buy the 3.2 stuff from a gas station or grocery store.
-
YEA WALMART! eff all of you short-sighted clowns.

No joking, this is huge for me. I hate spending craft beer money on a 6er of craft beer I haven't tried before then getting home and finding out I really dislike it.

Grocery stores sell liquor in Missouri. People are saying that if grocery stores can sell beer and wine in Kansas, but not liquor, then liquor stores will raise their liquor prices to cover their loss.

In Pennsylvania, you can buy liquor at liquor stores, but have to go to the local state ABC warehouse to buy beer. Just cases of beer stacked randomly on pallets. I think you can also order beer to go from restaurants, though.

In KC, liquor tends to be ~10% cheaper on the Missouri side than on the Kansas side. Good to live near the state line.
As for the happy hour, we may see better prices for a few hours, but I'm going to miss some of the mid-week all-day specials. Taking off work early on Thursday to hit the $1.50 beer special on the patio about 2 pm was a good time.

i'm right in the middle on this. i agree with jw that i hate laws getting changed that screw with small business owners negatively and retroactively but at the same time those folks had to have known that this was a possibility for the last ten years but they still rolled the dice. their choice.
also i don't think that mhk has a large supermarket that will provide a selection like sd's hyvee so i really don't think i'll benefit much either way. the happy hour thing is interesting but again i live in a college town where there is a happy hour all day every day somewhere. cumulative effect to daris seems to be not much. right?

I think the cumulative effect will be slightly larger than you imagine daris. The problem with Manhattan specials was never Aggieville, it was always the west side haunts that are now part of my rotation. Guess what westsiders? You just got Happy Hours!

kat kid makes a good point

In Pennsylvania, you can buy liquor at liquor stores, but have to go to the local state ABC warehouse to buy beer. Just cases of beer stacked randomly on pallets. I think you can also order beer to go from restaurants, though.
I once brought a 30-pack of keystone light into yia-yia's.

ok. four hour busch light slam fests and west side happy hours both sound fantastic. sorry jw. looks like your cousins will have to go get real jobs. mr k's happy hour here i come! :ksu:

Old Chicago half price happy hour.

Would costco be able to sell liquor in KS now?
In missouri they sell bottles of glenlivet for about $10 cheaper than the liquor stores in ks.
-
Old Chicago half price happy hour.
Daily 4pm – 6pm AND 10pm-close
$1 off all pints, well cocktails and wines.

Not bad, could be better. I went to one in South Dakota and they had half price all pints on tap.

ben ji's random liquor store story
When I went to the game at Auburn we arrived in town and went to get some beers. We asked some people where the closest liquor store was and off we went. When we arrived we were shocked to find absolutely no beer. We asked the guy at the counter where the beer was and he gave us the Stupid yankee look "This is a liquore store son, if you want beer you need to go to the grocery store"
Apparently Alabama has some weird laws where only state run Liquor stores can sell hard alcohol, beer is only available in grocery stores.

simple question is liquor more expensive in Missouri or Kansas?
In KC, liquor tends to be ~10% cheaper on the Missouri side than on the Kansas side. Good to live near the state line.
As for the happy hour, we may see better prices for a few hours, but I'm going to miss some of the mid-week all-day specials. Taking off work early on Thursday to hit the $1.50 beer special on the patio about 2 pm was a good time.
Gotta be careful with this. It's illegal to take alcohol across state lines (Old prohibition law, I think) and there will be cops all over state line just waiting to slam a Kansas license plate with a felony for bringing a delicious 12-pack of Natural Light across the border.
-

I'm all for happy hour and any other relaxing of service laws that don't directly affect existing local small businesses negatively. These are two very different issues.
JW at happy hour ->

in the 70s KS was notoriously hardass about it's liquor laws and would prohibit airlines from serving booze on planes while traveling over KS. KS was also the first state to pass a prohibition law and didn't end it until 15 years after national prohibition was repealed.
-
Remember when we had to haul ass to the liquor store at 9:50 on Saturday for fear of Rickels closing at 9:53 and thus having to be sober the rest of the weekend?

that's how it is in new york. wine and spirits at liquor stores, beer at supermarkets/convenience stores. 8am to 4am. lol at not selling for 4 hours.

True Story:
I once lived in a "dry" KS county for a year and when I first moved there I drove around for like an hour trying to find a liquor store but there were none.

Nope. (http://www.ksrevenue.org/abcdirwine.html)
However, you're right in that this was once in effect. I've heard old stories of enforcement agents who would wait in the parking lot of a Missouri liquor store just across the state line and follow KS plates back across the line to bust them.
-
Enforcement agents like that, or in general, deserve to be punched.
If the laws you enforce are the kind that you write a ticket for, you should be punched.
Dear cops, go solve some actual crime.

Is there a reason Target doesn't sell beer? Mine has a decent wine and liquor selection but no beer.

Vern Miller was the Kansas AG who notoriously enforced the liquor laws. According to one story (http://news.google.com/newspapers?nid=2199&dat=19970106&id=35cyAAAAIBAJ&sjid=necFAAAAIBAJ&pg=6176,3464335), he boarded an airplane bound for Wichita and when the crew served drinks over Kansas airspace, he arrested them. He definitely did the same (http://news.google.com/newspapers?nid=2199&dat=19720719&id=XgoyAAAAIBAJ&sjid=jOcFAAAAIBAJ&pg=6582,2206289) on an Amtrak train.

Grocery stores won't be selling liquor or wine any cheaper than the liquor stores. That will be one line of products they can sell at a higher profit margin, which is probably what drove this decision. There are still plenty of liquor stores in states where liquor and wine can be sold at grocery and mini-marts/gas stations. There may be a few liquor stores hurt that are close to grocery stores, but, overall, liquor stores will do just fine.
Costco liquor prices are fantastic.

Wouldn't know, i live in the UK where my local grocery store has a wide selection of wine, beer and liquor any day of the week including Sunday
You can do that in Missouri. Need to pick your spots better.
There is no booze price that could draw me to Missouri.

Missouri's "sin" taxes are among the very lowest in the country.
They have THE lowest tobacco taxes in the country.
Worlds largest Tobacco defense firms are in KC and STL.

i'm right in the middle on this. i agree with jw that i hate laws getting changed that screw with small business owners negatively and retroactively but at the same time those folks had to have known that this was a possibility for the last ten years but they still rolled the dice. their choice.
I'm right in the middle too. I have a good friend that owns a liquor store and he said one of the options they're tossing around in legislation is capping the number of licenses and letting current license holders sell their licenses. that seems pretty fair to me. make the krogers and hy-vees of the world get in a bidding war and write huge checks to the mom and pop liquor store owners for their license. :dunno:

Leave it to a bunch of conservative legislators from Kansas to put a cap and trade on liquor.

if by fair you mean ridiculously unfair, then yes. pretty fair.

how so? liquor store owners got into the business under one set of rules. if legislators decide to change the rules in the middle of the game, they should be compensated. those in the best position to compensate them are the ones that stand to benefit most from the rule change. regulating liquor and alcohol so heavily is Fake Sugar Dick (WARNING, NOT THE REAL SUGAR DICK!) in the first place. if they're going to do it, the least they could do is let the market decide how much each license is worth.
-
That sell your liquor license idea is so rough ridin' stupid. I am positive that is what Fake Sugar Dick (WARNING, NOT THE REAL SUGAR DICK!) KS legislators are going to do after hearing it....pending someone coming up with an even more Fake Sugar Dick (WARNING, NOT THE REAL SUGAR DICK!) idea to trump it.

I'm a pretty liberal guy, but this entire thread makes me want to join up with the Koch brothers.
Jesus rough ridin' Christ...people are seriously in favor of keeping NEEDLESS AND INTRUSIVE government regulation to ensure the high prices and market position of a very small number of capitalists selling vice.
Are you rough ridin' kidding me? I mean, what the mary and joseph mother eff are you talking about?
-
Pass the law, refrain from dumbassing it up by creating barriers to entry.
-
I understand all the benefits of it passing, but how are you not the least bit sympathetic for liquor store owners in this situation? Sure, they probably knew it was a matter of time, but what were the supposed to do? They could have never predicted the time frame. Were they just supposed to sell their store and look for another job before it happened?
-
Absolutely I feel bad for them. I feel bad for all failed or struggling business owners.
-
Yeah, I have sympathy for liquor store owners whom this might adversely affect, but doing away with silly laws that adversely affect the general public and protect an outdated, niche-market seems like a tragic necessity, in this case.
-
This is great. Liquor stores will be fine.

Should have expanded, diversified product, hire knowledgeable staff members, and made their stores not look like absolute shitholes.
-

I completely agree, but why not minimize the adverse affect on the liquor store owners in a way that doesn't adversely affect the general public? it would be nothing for Kroger to shell out a few hundred grand for a couple liquor licenses. I'd guess they'd make that up in a year or 2 on liquor sales. that way you at least allow the liquor store owners a way out. when business owners decide to invest their money in a certain industry, they do so partly based on the laws in place to regulate that industry. if the government changes a major law, they owe it to those business owners to try and at least make them whole, imo.
to say that liquor store owners should have known that the law would change is just rough ridin' ignorant.
-
Making a stupid rough ridin' barrier to entry is going to eff every mom and pop that wants to open a craft liquor place in the future. If you want to guarantee only the walmarts of the world are selling booze in ks then your barrier to entry may be the way to go though. Otherwise, it's probably the most ignorant thing in this thread to borrow from your post.

Free markets, except when my uncle owns a liquor store and my aunt gives officially licensed haircuts.

What the eff?
Ever heard of the five forces...do a little swot analysis when you are looking into purchasing a liquor store. Take a looksie around the rough ridin' world and see that every other rough ridin' state around you has done away with government protections.
Who goes into that thinking the world will never change?
Charging more for new liquor licenses is fine...if you go back and make all current holder buck up so that they are paying the full amount.
This isn't the rough ridin' family farm we are saving (though, I am against that crap as well). They are selling god damn vice. eff them.
I want to buy my booze cheap, and conveniently. The way you can in every state that surrounds this rough ridin' crap hole of a territory.

there is nothing more inherently fair than de facto preventing a couple million citizens from starting a particular business to protect the established interests of a handful of citizens that have based their livelihood on the receipt of govt-issued, restricted-trade licenses.

After that happened Vern was paid a visit by the Federal Air Marshall's service in 1986 IIRC. He wasn't charged but they informed him that if he did that again it would be a slam dunk to convict him on a life sentence for impeding a flight crew in their official duty, among other 1960's era Felony Air Piracy laws that also carry life sentences. I'm pretty sure he did it on Frontier airlines.
In 2011 It was reaffirmed that airspace anywhere in the U.S. is solely Federal Jurisdiction.

Kansas liquor store owners should either expand their business or sell to larger stores that are capable of doing so. I don't see any reason to feel sorry for business owners who have received huge unfair benefits in the way of government regulation. At least, I don't feel sorry enough for them to think that the government should compensate them.
