I'm betting Thin Blue Line has seen the results of something similar.

Yes, Jeffy, I have. That was incredibly hard to watch. I've seen friends, and people I've known forever, die in car crashes of that sort. It was hard the first time, and never gets any easier. It's especially hard when you're the first one there, you know it's too late to do anything for them, and then have to go tell their family. Wow, this is hard to type.

How about pursuing someone at 110+, talk on the radio, change siren tones, keep eyes out for deer (other vehicles), etc?

While I don't make a habit of it, I can do both of those things without looking away from the road.  Studies show that texting is much more dangerous than any of the stuff you mention, also including talking on the phone.

Back when I had a phone with buttons (instead of a touch screen keypad) I could text without looking at my phone.

Didn't do it though, never felt the need to text while driving.

Looks like the biggest problem was she was driving on the left side of the road.  Stupid Britons.

Read in a car and driver that it is actually more dangerous to be intoxicated than to be sober while texting.

Testing has showed it's the other way around, cas. The reaction time is slower while texting. Unless, that is, you would happen to be absolutely blasted.
