To get the effect like the Nubb pics, you need a camera and you have to take the same pic twce with different resolutions. You also use a program called Photomatrix. I e-mailed a photography friend of mine and he told me

Yes.  Those NU shots are not stills (which you would need in order to truly do the technique).  So, which color changing graphic effects best simulate the result of taking the same picture with a different exposure setting?

This might be my new hobby.

Yeah, kind of addictive.

I think you mis-understood your friend.  What he's most likely referring to is bracketing.  You're confusing the word resolution with exposure.   Some camera's will take a single picture but save several different images at an exposure like +2 Stops, +1 Stops, 0, -1 stops, -2 stops.  It's possible in photoshop to fake this; you can get better results with a RAW image, but It won't be nearly as good as if you had the original images.  There's a couple different ways to do it from a single image; Layer> New Adjustment Layer> Whatever you want to adjust brightness/contrast/saturation/whatever.  Then just use the layer's mask to adjust where you want the adjustment layer to effect.  There's other ways of doing it, but you essentially get the same results.

I know what HDR is, I've been doing it since before I knew what it was called and before I ever heard of that technique anywhere else.  Yes, a RAW shot is what you need for action shots; but landscapes you can do the same thing with any camera that allows you to manually adjust the exposure.  All you need is a tripod.  Take several picks at different exposures and it's cake. 

But for the purposes of online stuff, you don't need a RAW image, you just need a properly exposed image and you can fake it good enough for anything that won't be printed.

wow, that is insane.  really looks like some kind of futuristic dream world.  what if everything in real life was hdr?  they should make a movie strictly in hdr.  maybe the next big movie effect?
