People are being really dumb about this on Facebook. If you read between the lines it's basically just his agents saying the Royals current offer isn't anywhere in the ballpark and to give him a competitive offer and they're in the game.

If Alex really wants to be a Royal, would he give them a chance to match or come close?  Maybe someone goes $17m and the agent goes to Moore and says "Last chance" and Moore is like "17 it is!"

The reason we won't give him the money he wants is because he's old balls, he's falling apart, and they don't want him to be absolute garbage getting paid more than half the team combined at the end of the contract, not because we aren't able to pay it.

It's absolutely about money.  They'd give him a thousand year contract if it only cost them 10 million.  But I'm completely fine with not overpaying for Alex.  Good for him if he can get more money somewhere else.  These guys only have a few years to make the big bucks, so there's no reason to take a hometown discount.
