i mean there's lots of ways to structure it, but basically eliminate or at least dramatically reduce the glove adjusting, stretching, practice swinging and whatnot these assholes do.

it doesn't have to be a clock, if you like the no clockiness of baseball.  you could just have it be the ref's judgement. - "pitcher, you're taking to long to pitch, boom batter advances to first."  "batter, you've adjusted your gloves 5 times in 4 pitches, boom, you're out."

baseball is perfect for people with ADD because there's plenty of margin for tweeting/BBS'ing etc. and you can still watch all of it
