
In 2004 that happened mainly because IE was bundled with Windows and it was unable to be removed. In present day computer land, Windows 7 allows you to remove IE all together. The European version even comes shipped with a ballot option to install the browser of your choice.
Also in 2010, Apple has installing Safari set to default when you run Apple Software Update with only itunes or quicktime installed. On Mac systems, there is no way to successfully uninstall the packaged software. Not to mention they are one step away from having a completely closed desktop OS.
