They are starting 9 conference games in 2016, so they announced the 1910 plan "starting" in 2016 to coincide with the new conference schedule. Those teams aren't canceling their FCS games for 2016. Their commish gave a good sell on the 1910 plan starting in 2016. What he really meant was they're starting the implementation of the 1910 plan in 2016 with the 9 conference games and no new FCS contracts signed going forward, but it won't be fully implemented in 2016.
