What good is a poll that tells me how good teams were last year (especially in college football)?  I know who won the f*cking games.

Tell me who's going to be good this year.

This is not a poll.  It is a completely objective measure of merit.  In order to ready yourself for this year, you must first understand last year's results.

How does it factor in players that graduated?  What about new ones?
It doesn't and doesn't attempt to.  This is only valid for the year of play.  The loss of any important players will be reflected in the accumulated statistics throughout the season.

I'm sure it has a simple explanation that I am missing....but why is it per 135 plays? Is there a reason this number is a good metric?

I used 135 because that is close to the average number of plays per game last season.  Obviously KSU was under that mark, but most of the BIG XII was quite up-tempo with all of the no-huddle and whatnot.  What's interesting is even with our slowed down tempo, our defensive efficiency was mediocre.  In other words, teams still scored fairly quickly against us when they had the ball.
