Need twitter help plz

Twitter seems like a great deal and all the kids are using it, but it's hard for me to get involved given I don't know how to read it.

When you see '@whatever' does that mean the person whos account you are reading sent that message to the listed handle?

What's with the pound signs?

Can you select and sort those 'posts' which came from others vs. those written by the person you're trying to follow?

What makes lightning?

Is it necessary to have your own twitter account to follow those belonging to other people?

Can twitter users select which messages they want to appear/disappear from their visible 'wall'?

If I have a twitter account, can I block/unblock certain people from either reading or visibly posting to my 'wall'?

new link by me (stupid)
new follower (already a feature of twitter)
new favorite by me (stupid)
new tweet by me in area (stupid)

why would i want to get an email every time i tweet something?  that's stupid.

EMAWmeister, how?  i'm guessing he gets a email for new followers or when he gets blocked though.  this crap.
