I'd argue that punting was actually as good option there. What were the odds of them scoring a touchdown from their own 7 yard line with the time constraints given, and what were the odds of them having to punt it back? Seems like the odds of at least getting to overtime were a lot better than the odds of converting a 4th and 8 or Butker hitting a 60 yarder in freezing temps.
