Neither.  It's supposedly a Portuguese Chicken sauce.  Tastes sorta like a lemony buffalo sauce but different.  Hard to explain.  I'm going to mix some with some Greek yoghurt and marinade some chicken pieces in it tonight before skewering those mothers and grilling them.

had peri-peri sauces in portugal.  it's hard to find anything hot on the iberian peninsula, so anything is welcome.
