Are 17 million people really losing access? Won't the states just increase their budget to account for the lack of federal funding?

I think the idea is the added steps to the process will be such that a whole bunch of ppl will get booted off from bureaucratic technicalities, and they’ll be able to get back on once all the requisite forms are filled out in triplicate, but until they find the time to take care of that they’re cut off. Just a little bonus cruelty, as a treat
