California throughout its entire existence has had protracted periods of droughts lasting decades, as documented on this blog.

Based on what I've seen, there's many career civil servants who are very entitled. BTW - Once upon a time I worked for a Federal agency the GAO tried for years to shut down, I've seen the mentality from the inside, first hand.

Why (for example) should the United States government continue to employ an OIG who allowed one of the biggest cases of WFA in her respective agencies history to occur on her watch, and by all accounts she stonewalled/slow rolled the investigation - and injected partisanship and bias into the "investigation"?
