I looked it up after my post. I misrepresented his quote a bit. He actually said that if a bare majority of the population of the smallest states opposed an Amendment, then that would mean less than 2% of the U.S. population could block the ratification of an amendment. Basically, the sum of the 13-smallest states' populations (divided by 2, and plus 13, I suppose) represents less than 2 percent of the total population. Yet 13 states can prevent the ratification of an amendment. I have not and will not fact check this.
My main point is that we just don't really amend the Constitution any more. And the way that every issue immediately becomes polarized, it's doubtful that a proposal such as this one would even get to the states for ratification.
