I'm pretty sure the states in rebellion during the Civil War believed that they could do this but General Sherman had to wake them from their delusions.
I think Flynn is trying to get people horned up about the idea of states using violence against other states or the federal government.
Feeding people a steady diet of this bullshit to consume led to Ashley Babbit getting killed on J6 and it is wrong.
