The caseworkers would have the added benefit of reducing detention time. Of course, if we really cared about costs, we'd just put ankle monitors on them and not detain them at all.

Yeah, I think it's pretty clear she's not very knowledgeable about how the system functions (I'm sure she was referring to Form I-589, or the seldom-successful Convention Against Torture). But then again, that no longer seems to matter, so . . .
