Bloomberg is basically running on the Biden platform (I’m not gonna do or promise anything crazy, I’m just gonna beat Trump) except Bloomberg is able to do it in a polished way and without the appearance of a nursing home patient.

I think it means that no candidate has been determined by the start of the convention. Possibly because none have a majority of delegates or something like that. ???
