I interpreted it as OP (renown for not reading past the headlines) was insinuating the proposal amounted to “hey are you black and living in SF? Come on down and get $5MM for being a black person living in SF!” To which catastrophe was rebuking that position, suggesting the criteria to qualify was a pretty high bar to clear and to assure ol’ wackster not to worry, they won’t be cutting $5MM checks to any and every black person who can make their way on down to city hall.

$5 million seems a bit over the top and absurd to me, especially considering that homeless people don't have any way to prove 13 years of residency. But I also don't live anywhere near SF and don't really care how they choose to spend their money.

My point is pretty much inbetween. The "proposal" is pure virtue signaling. Assuming the article is fairly representing everything, the reparations are explicitly not intended to be based on financial need--or even for harm imposed by SF or California. Instead, they're supposed to compensate for institutional racism. So whether the black community in SF is or isn't well off is irrelevant. Although I do expect that a lot of the theoretical recipients of these reparations likely already do have at least $5 million in the bank.

Where I disagree with wacky is acting like this proposal is actually expected to go anywhere. It seems clearly just intended to make a point.
