Matt Bruenig has done lots of work on this, but the welfare state solves for people that are unable to work and household non-workers is by far the biggest reason for poverty.

children, disabled, students, elderly, caregivers (unpaid labor). you create programs that fulfill their needs and you effectively eliminate poverty. The percentage of people who are not working and are not in one of those categories is small. We already have unemployment benefits, we could make those a bit more generous but that's basically it, that is how you solve poverty.
