I don't think Delores built it, but I also cannot remember who did. This was from season 2 when Delores was going nuts and killing everyone in the park. She actually killed a bunch of people who were trying to get into their heaven/world.

I'm under the impression that Tessa Thompson is now Dolores. That's how Dolores escaped the park. I could be wrong, though. I have no idea who Evan Rachel Wood is supposed to be.

I guess I thought it was a Dolores who had been restarted and doesn't know everything.
