I don't see much of it, but all that stuff is real. Cat cafes are the most common. There are countless themed bars and restaurants with weird settings and costumes that do weird crap. There are also "girls bars" and maid cafes where people pay to have women (maybe costumed roleplayers) hang out with them and pretend to be their gfs, wives, dominatixes, anime characters or whatever.
I've only been to the Internet famous Robot Restaurant which at this point is more like a batshit broadway production than a restaurant.
Most of that stuff is concentrated in the big nightlife, stereotype j-culture areas like Shinjuku or Roppongi, but it's def real.
I've seen many weird/insane buildings and houses but not those. Looks like a love hotel.
