Castrate the Regulatory Rabbit.

Obama has been spawning large numbers of controversial regulations as fast as a stud rabbit in the carrot patch.  Congress is trying to pass a law that says Congress has to approve any regulation  that has an impact greater than 100 million.   Pass it please, slow the rabbit down.
