I am rooting for some numbers in a Jeff Kreuser convoluted gambling pool.  Does anyone know the ground rules for this thing:

SEA numbers (ones place)- 1,7,2,0

NE numbers (ones place)- 5,8,6,4

Not sure if they are ordered pairs (like only the sea/ne numbers go with the same ne number) because they were given to me that way.

Any insight?
