The program provided a shot in the arm to automakers and moved capital through its supply chain to help regain confidence in production. I don't see how incentivizing people to bring private capital to the table to help a struggling sector is a bad thing. 

As for foreign automakers, they too have supply chains and divisions within the United States. A purchase from one of them has minimal harmful effects on our economy.

US automakers were getting their brains beat in because they were manufacturing cars at a loss just to sell cars (I think this is what you're calling "supply chain"). The program was a half assed bridge gap for their failed credit arms and did nothing constructive for the industry, as is well documented.

It would be better to get $95 in liquid cash back with losses helping towards tax rate, then let the $100 dollar inventory rest in storage .

It will hurt some markets, but overall will be good for most people.  You know the main street vs. wall street thing.  Companies that don't rely on hedging fuel costs will benefit a bunch. Like seriously, it's cheaper to manufacture and transport stuff, that will eff up the economy?!!?

Arab oil producing countries undercutting shale oil because they can produce cheaper oil. Shocking! The impact on markets is a side effect. However, in the real world companies can produce things cheaper, make more money, trickle down and stuff.
