It seems like Republicans favor the rich because they favor people with good business sense.  People with initiative who go out and earn their fortunes tend to be republicans because they like people who also have initiative to go out and earn fortunes.

For a portion of the population, getting a HS diploma shouldn't be the goal.  There is a portion of the population that doesn't have the intellectual/cognitive (or some other better term) ability to earn a HS diploma and it be useful.  If at 15 you struggle to pass basic classes, you should be given the option to start training for a trade instead of pushed to pass HS with straight Cs and Ds.  The sole focus should be basic reading/writing and a collection of trades.  Society shouldn't look down at those who go this route.  They'll be more useful to society than some with a HS diploma and some with an AA.  The basic paradigm of "you need to get a HS diploma" is BS.  Those who can't get a diploma just drop out and get branded with the negative connotation "HS dropout".  A person who at 18 knows how to weld or the basics of how to run a CNC or how to install a sink is more useful than someone who figured out how skate by/cheat/slack their way thru HS.  All that does is condition someone to just do the minimum at their job to not get fired by rewarding and celebrating them because they slacked their way to a HS diploma.  With this option available, getting a HS diploma should be harder as well.
