LEED is about more than just power consumption. That is just one of the main four or five categories of what LEED is.  But still, that is pretty stupid.

The thing with LEED is there isn't enough, if any, emphasis put on commissioning.  These building owners/consulting engineers spec some superior equipment, but it's never set up properly, and therefore runs inefficiently.  Usually the commissioning gets axed as the project runs over schedule and over budget.

Like the OP, that only addresses a component of LEED. 

The problem with almost all of LEED is that there are ways to get creative and skew the results.  For instance, when a local KC company turned the old Post Office in KCMO into the new IRS, they counted every ton of the old concrete building as "recycled material" stating that they would have torn the building down but instead "recycled" it.

It's possible this is true, and that it's a problem.

But before I put much stock in it, I'd like to see some analysis that doesn't come from a workgroup called "LEED Exposed."  (Though kudos to them for making their anti-LEED biases clear.)

What are the incentives, other than using less energy, for building a LEED certified structure? Are there tax credits involved?

I believe ther was at one time
  LEED  had a bunch of stats for good reasons though. Productivity of employees being one of them
