Does NOT seem random.   I wouldn't be concerned if I lived on that block.The guy is from South America, described as a quiet tenant.  Everybody knows that the kingpins of drug activity are the most stealth.Even the mafia in NYC gives out order to its kingpins to 1) join the PTA;  2) water/mow your lawn; 3) say hello to your neighbors; 4) smile   5) keep a low profile, Joe.So, yeah, sounds NOT random. Very NOT random.   There is nothing clean about being involved in major sports in South America, and being placed here to do 'other' things. This aint random, folks.
