I just can't imagine anyting about the QB situation changing next year.

Didn't Sams pretty much seal the deal as the full-time QB? Give the offense a chance to get used to his cadence, and a lot of the problems that resulted in penalties will go away.

He's not a band director, he uses the same snap count as everyone else. Those penalties lie squarely on the O-line's back.
