That rule has been changed. You can review fumbles called down by contact now and the player clearly wasn't down. ISU was almost to the 50 yard line by the time the whistle blew.

I know you can rule on that, did you miss the part about the replay official not having the luxury of sound. The only way they could have given ISU the ball is if Bergeron fumbled before he hit that pile. He clearly was stripped after contact and since the replay official doesn't have sound he didn't know when the whistle was blown.
